Introducing New Council Commissioner, Stephen Carroll

Greetings fellow Scouters!

I wanted to take a moment to update you on some changes in Key Leadership in the Winnebago Council. As of the first of this month the new Board and Officers took their spots and were installed for the 2014 – 2015 Program year. Watch for a full update through our Web site, Blog, Facebook and news releases.

The Council’s top tier of management is actually an equilateral team of three individuals. The Council President who is responsible to preside and give leadership over the Executive Board, assure proper governance procedures are followed and fiduciary solvency of the Council with and through the board. The president is Steve Schmitt of Waterloo, now in his second term. The Council Commissioner who gives leadership to the Unit Service portion of the Council with many extended lines reaching into all aspects of program and boots on the ground membership. Finally, the Scout Executive who serves as the paid Executive Secretary of the Corporation and CEO. The Scout Executive is responsible for providing staff support, budget management, and day to day operations of the Council.

I wanted to draw special attention to outgoing Council Commissioner, Ed Narigon, who has served this position with distinction and honor for the past two years. Ed took a key role in giving leadership to our entire Commissioner staff as well as using his talents to guiding strategic direction for the Council on our funding and property challenges. I would like to personally publicly thank Ed on behalf of the 3,000 young people we serve in 17 counties. Thank you Ed!

Now I am proud to introduce Stephen Carroll as the new Council Commissioner. Stephen comes to us relatively new to the Winnebago Council but with a long resume in Scouting spanning two Councils as a youth and four Councils as an adult, and has served a multi-faceted list of key positions including but not limited to: Scoutmaster, Assistant Scoutmaster, OA Vigil Honor member, OA Elections Advisor, Camp Properties committee, and Council Executive Board member in three Councils. He is very proud of his Scouting family as he has one son who is an Eagle Scout, was OA Chief for AGIM Lodge, and worked for three years on camp staff. His other son earned Life Scout and also worked on camp staff for three years. Stephen’s wife and daughter just returned from Girl Scout Camp where his wife has been Camp Director for the last two years. His rich background will bring fresh ideas and we are truly excited to have him as a part of the Council Key Three.

Stephen will be visiting Round Tables and District events throughout the fall and winter and hopes to get acquainted with the district leadership and unit leadership all over our territory. Stephen will continue to give leadership to the Commissioner Staff where Ed left off and continue to build our future strategic direction.
